DEFINITION
CALIFORNIA Federal Excise Tax 3% Tax mandated by the federal government imposed on all local-only telecommunication services.
Federal Universal Service Fee The current rate may be found by visiting http://consumer.mci.com/mci_service_agreement/res_fusf.jsp FUSF is assessed on your interstate and international charges not including taxes. This includes a portion of the monthly product fee that is allocated to interstate services for regulatory purposes. The Neighborhood's current rate, is consistent with the FUSF rate of other large long distance carriers. This surcharge is assessed on any monthly long distance plan fees/ minimums, Interstate and International Usage and the Network Access Charge.
Network Access Surcharge Primary Line - (EUCL) $6.50 Monthly charge assessed on each line within the household. This charge compensates for the Local Telephone Company's cost of installation and maintenance of the components that link your home to the telephone network.
Network Access Surcharge Secondary Line - (EUCL) $7.00 (when applicable) Monthly charge assessed on each line within the household. This charge compensates for the Local Telephone Company's cost of installation and maintenance of the components that link your home to the telephone network.
Carrier Cost Recovery Charge (CCRC)* 3.5% A monthly surcharge in order to recover costs the Company incurs with regard to Telecommunications Relay Service, national number portability, and federal regulatory fees. The surcharge is assessed on long distance (Dial-1, Card, P800 and SB T800) state-to-state and international charges.
CA Teleconnect Fund 0.78% This fund provides qualifying schools, libraries, municipal and county government owned and operated hospitals and health clinics, and qualifying community based organizations discounted rates for certain services.
Deaf and Disabled Telecommunications Program Fund (DDTP) 1.11% This fee is the Deaf Equipment Acquisition Fund Trust Surcharge. The purpose of this fund is to pay the cost of specialized telecommunications equipment for the deaf or hearing impaired and to pay the cost of operating and deploying a dual-party relay system.
CA High Cost Fund - B Surcharge 0.00% This fund provides subsidies to carriers of last resort for providing basic local telephone service to residential customers in high-cost areas, keeps services affordable, and helps the Commission meet its universal service goals.
CA High Cost Fund - A Surcharge 0.70% This fund provides a source of supplemental revenues to 17 small local exchange carriers for the purpose of minimizing any rate disparity of basic telephone services between rural and metropolitan areas.
CA Universal Lifeline Tel Serv Surcharge 4.75% The purpose of the Universal Lifeline Telephone Service Fund is to make basic residential service affordable to low-income individuals.
Federal, State and Local Surcharge Varies by jurisdiction This is a surcharge of the California Public Utilities Reimbursement Account Fee. This fee funds the operation of the Public Utilities Commission of the State of California.
State 911 $0.30 per access line This fee provides the Department of General Services with a source of revenue to pay the cost of installing and maintaining the 911 emergency telephone number system.
Local 911 Varies by jurisdiction This fee provides the City of San Francisco with a source of revenue to pay the cost of upgrading the 911 emergency telephone number system.
State & Local Taxes Varies by jurisdiction This is a State sales tax that applies to telecommunications based upon the jurisdiction that imposes taxes upon the telecommunications service.
Telecommunications Relay Service $0.20/line A surcharge to fund the relay center that assists the hearing and speech impaired with communicating to other telephone providers.
Carrier Access Charge-B $4.49 Monthly charge assessed on each line within the household. This charge compensates for the Local Telephone Company's cost of leasing certain network components.
Paper Billing Charge $1.99 A monthly charge to customers who receive a paper monthly invoice statement.
Property Tax Surcharge 3.0% A tax-related surcharge to recover a portion of the property taxes the company pays to state and local jurisdictions. This monthly surcharge is assessed on state-to-state and international charges (including usage and nonusage).
CA Advanced Service Fund 1.019% The CASF is funded by a surcharge rate on revenues collected from end-users for intrastate telecommunications services.
